If you know the answer, "shout out" to us ....
Possible Solution :
Move 2 (Dotted) Red Lines Match sticks to 2 (Solid) Red Lines.
You'll get 3 Small Squares, and 1 Big Square.
You'll have 2 more 'hanging match sticks' in the Big Square.
Anyone else have better solution, to what the question wanted?

take out 4 halfs of the center matches and then place them where the solid red lines are shown above, it works if you're only interested in the perimeter.
